How to fix it
Export HKLM\SYSTEM\CurrentControlSet\Services\dmwappushservice from a working device on the same Windows version, import it on the affected device, restart, remove the old Entra registration and run a Group Policy update.

Enrolment errors are logged in Event Viewer under Applications and Services Logs › Microsoft › Windows › DeviceManagement-Enterprise-Diagnostics-Provider › Admin:
