How to fix it
Check that nothing on the network path is presenting a different certificate for the enrolment endpoints. Check the DeviceManagement-Enterprise-Diagnostics-Provider Admin event log on the device for the failing step and retry the enrolment.

Enrolment errors are logged in Event Viewer under Applications and Services Logs › Microsoft › Windows › DeviceManagement-Enterprise-Diagnostics-Provider › Admin:
