How to fix it
Sync the VPP token then the device. If it persists, reassign as device-licensed, revoke and reassign the licence, or revoke all VPP licences for the device and re-enrol.
Find it on the device
On the device, the Intune Management Extension logs every Win32 app install. Search them for the code:

In the Intune admin centre go to Apps › All apps › your app › Device install status and sort by status details to see every device that hit it.
